I think both of these ideas are great.

Alternatively, the range which a horse wanders could be drastically cut down.

This sounds good. It could well be a craftable item.

I would prefer if inspecting it would not release it, so a flower menu option on the horse to 'leash' it somewhere (giving a rope cursor that functions as the current, apart from not having to click the animal beforehand), one to take the reins when it is hitched somewhere and on to release it (taking the equipped thingy back into your inventory).

Or perhaps even something as simple as a 5-10 second delay after getting off, before the horse resumes it's passive wandering. Even that should be enough for most shirt dismounts. The main annoyance is when they immediately run off the second you hop off them.

i think people want it because you cant see domestic horse on a minimap, so its hard to find her after dismount.
