Progressive healing based on energy level would be good, as long as it falls of the lower the energy you get.

Still incentivises being at max energy.

Would be fine with that, as long as SHP healing happens at way lower minimum energy as-is now.

Yeah it should be decreased. Like to 4000% or 6000%. Maybe 6000% so its not too close to starving.
8000% limit is a bit too harsh really. If you want to heal while doing something you have to constantly eat something.

I assume purpose of this is to limit healing in combat.

it would actually, fights are usually 1 hour of running after people they could heal all their health back in 1 hour.
see homo sexuality trending,. do not do that.

it would make using 1shp strat to not get one shoted obsolete cause you either heal or starve :D i like that - gives pvpers a bit more incentive to get out of their comfort zone and actually get that outlaw debuff
