The only reason I can see to lose a lure is if the line breaks. One might argue that knowledge of properly tying the string to the hook and lure should be a thing, and in the case of not enough "knot knowledge," one might have an increased chance of losing hook and lure. (If you don't tie your knot right, it WILL come loose under pressure.)

I know this probably mentioned a million times but when re reading this this topic it brings up that for a crafting game it makes sense to me to have more skills and for this i would love to have a fishing skill system that helps gate certain great fish as well. feels weird that i grab a rod and now im the best fisherman in the world and can catch any fish. When expanded to other area to give us more things to spend lp on besides the current ones and ahving another 10-20 skil types cant be so bad can it?
