use low q coal for smelting silver and gold.
also for making low q metals that you use for structures.

no, you can still fill the smelter with 8 or 11 low q coal (depending on credo), start the smelter then after it goes out, add a single high quality coal to it for much better q

low q coal seems to only be used as filler for that 8/11 coal per smelter, used in stuff such as crucible and where metal q doesnt matter, or simply tossed

well, I usually dump low q coal into bonfires, fireplaces and so, unless it affects something.
