aggroing them is already difficult enough, you'll need

- max speed horse (tamed probably)
- Amber's Eagle sound
- decent terrain when they fly by

this just to aggro them

then you need a decent fighter to finish them without escape

Well maybe, but if you trigger them running away they will always bleed out because they never stop flying. Just a lot of tracking the blood splats (which is rather cool).

Then why the 'buff the animal' and not 'nerf the OP rewards' (eg. by reducing base quality of the animal)?

Because that would fix the animal being too weak for the rewards it gives.
