If it can't be put behind walls, pretty much, yep. You can already block off rivers with knarrs. Docks is one of the few things that can be handbashed and can't be put in walls.

I don't want to live in a world where you can't do any meaningful damage to your enemies.
More buildings like docks would be cool actually. Good effects but hard to maintain.

couldn't you just make them able to be passed through like a hearth fire. then it wont block water ways

Yes, which is why I said make it not hand bashable or decrease the cost. Right now, you spend a ton of liters of tar to get a dock bashed with no purpose other than to teleport knarr back. I wont spend tar on a dock when someone can just hand bash it and there is absolutely no way to defend it properly. Yeah increased soak but what does that matter when I can easily hand bash a dock anyways? Maybe at world start it would prevent it for a month or two if even that. I like the idea of 1 dock per village which makes sense to me and that it requires siege to take down. But as said earlier, knarrs can block rivers and they do, if you check NK, they used this tactic a bunch.
