While I can perhaps agree with the sentiment that satellite claims should be harder to maintain, it seems a bit overly harsh to require the owner to be on the claim at the exact time that LP is gained. It would perhaps be more reasonable, in that case, to maintain a time of last visit, and scale presence gains down gradually as time goes on.
I do fear, however, that the only thing it really means is that satellite claims will have their own low-key alt on them at all times. I'm also not entirely sure that satellite claims are really a problem in and of themselves -- while the claims that I would consider problematic are satellite claims, I'm not sure the converse holds true.
