perhaps the owner of the realm could deny speaking permissions to people on the public chat.

i can't help but be against the principle though. does it stop there? or does this feature suddenly creep into every chat channel? it goes against the spirit of the game.
Newbie and noob do not mean the same thing.

I have already been doing this. Issue is, the person once banned, goes and makes a new account at a chaterstone like brodgar and continues to spam the channel and make the game unpleasant for everyone else. Hence the suggestion. At this point, it just griefing something that is meant to help new players and the ability to communicate. It was never a problem to begin with until a few days back when particularly another group turns on a music bot and floods the chat with nothing but spam to the point where people trying to communicate can no longer communicate.

Just to give insight, the person in question today created several accounts, turned on a chat bot that continuously sent random links and spammed with random commentary on the links while stating insulting comments continuously.

For the public chats defending against spam bots really doesn't go against the spirit of the game. it defends against a problem that any online game has. This is why other online games have things like chat restrictions. I agree though it should be IP based. It should also not inform the person that they have been banned, they should see everything as normal as if their messages are going through just there is nobody to receive them.

Much more difficult to do this than banning by a name that is easily created within seconds. Point is to deter the behavior, of course there will always be loop holes.

Only a small percentage of people are actually behind a static IP.

Still not hard to IP block people behind a NAT service. The problem is you might catch others that aren't causing problems/legitimate players. 3rd party proxies, off hand, could just be flat blocked.

I think blocking 127/1 and 128/1 would give more reliable results (at least for ipv4)... ;)
IP based blocks don't work, unless you overdo them.
