This seems like another quality system slapped on to the current quality. You say it doesn't affect quality but if certain elements affect the usefulness of the resource it actually does affect the quality of the resource :D

I think there are better ways to make crafting more in depth with new credos, skills, special crafting stations.

My idea comes from trying to deviate away from the endless spiral that is the Quality grind and perhaps a little more uniqueness to items than just a flat out number. Something could be a slightly lower Q but have better Elements, making it more desirable.

Personally I think credos are nice and adds a bit more uniqueness to the PLAYER, but not so much individual items. Crafting stations could use a rework, they are more or less mandatory in the Q grind, no reason to NOT use a Potter's Wheel.

Salem sucked, bad idea, bad you.
Early world exploit: Put your hearthfire inside a cave, then hold shift to position a claim right in front of a cave. After 8 hours the claim will be unbreakable. Since your hearthfire is inside the cave, you can still get back inside, and leave, but nobody will be able to enter, effectively making you unraidable for the first 3-7 days. Enjoy

When I first found out taht Hafen had tri-quality I was excited because I assumed it would work like in the OP's idea. For example wood would be better for crafting tools, used as fuel or building stuff depending which of the three qualities it had most. Turned out vast majority of the stuff just used average of the three.
