People already use roads to peek for getting EXP from certain events. There's no "extra" benefit of killing a quest giver, other than hinder other people progress or vent your frustration for getting 9 EXP from a quest.
You idea, while as "lore" would be cool, I would rather have a small chance for a quest description or "special parchment" after completing a quest with some lore piece, than an event of killing quest giver.
As You see, there are some idiots or not and believe me, people are very lazy when it comes to questing and having a lot of characters having a chance for something like 400XP is a lot. You actually create a situation, where killing a certain quest giver would yell a nice possible reward to many, even if a small for only one.
