Jorb did talk briefly once about making tar a requirement for boats.
Personally I think a rework should be a little more involved as a whole than just "add another requirement" to the mix.
Introduction of a log cutout boat would be a start.
Introduce initial acceleration to boats, taking a few seconds to reach maximum speed, and turning reducing said speed briefly.
Also perhaps have strength be a mechanic involved, with the more you have the less your stamina drains from using it. Boats are great for transportation historically, but until we started adding sails to them, simple rowing could be rather tiring.
