The idea would be to make coaling a bigger part of the game, at least as an option for some people to specialize
Increasing the quality of steel would be very valuable wouldn't it?

I guess the problem is you don't need that much coal for steel but just a small amount of high quality coal, so no one
would actively run 4 to 30 tar kilns just to sell all the coal.
If tar kilns get more functionality i think it'd be cool to have this, but I can see why it's not appealing to everyone.

Coal/charcoal is integral to the metalworking skills and tar is integral to building sheds and useful in a wide range of other tasks. I think a Charcoal burner credo makes much more sense than a fishing or pearl diver credo. What are fish good for once you get your crops and livestock over q50? What are pearls good for?

If just burning wood is too narrow, generating that wood in the first place would fit alongside, and there's no treeplanter's credo yet. Maybe something like

1: Trees you plant never stunt
2: Small quality bonus to any wood added to tar kilns
3: Trees you plant grow faster
4: Double quantity of tar produced by kilns
5: Can hold shift while planting trees to make them snap to grid
