tdlr; make quests alot rarer but consistently good (ie. always ok amount of lp, items/exp as bonus.)

Before, if You weren't a faction or a person with strict plan, I would bet You were the one of many who occupied swamps to collect dragonflies and dandelions from area because You lacked a goal while waiting for claim and later pali to dry.
