Or make a substance of ground tea leaves, like tobacco. Seems reasonable.

Curios could still require fresh/dried.

All forms of tea, or at least the dried leaves, could be changed to substance like pipestuff.

Not a bad idea. The dried and ground tea leaves could be. You certainly don't go out and brew tea with whole tea leaves... at least not any more. (Grinding or cutting increases surface area producing a better brew, anyway.)
