Sorry. I misread the first post. I thought you said "local" resources.
For natural resources, alt abuse isn't really a problem. If anything, labor alts to collect them are early on, but with metal tools, the energy drain for everything but lumberjacking and mining isnt that bad. Digging soil can be pretty bad if you're doing a lot of it, but that's usually major construction projects, not gathering for quality. With the advent of compost bins, hardly anyone searches for soil past q50 or 60 as the bins will start pumping out much at least that good in the first couple of months. Additionally, you have to haul things, usually the bulk materials, and possibly containers or wheelbarrows back and forth.
There's not really anything sensible you can do to stop such uses of characters. You have to do the work one way or the other, so you either do it yourself (burning up energy better spent elsewhere), hire locals that need some benefit (nobody usually willing to burn up their energy, and thus hunger, for someone else), or make alts to throw at the problem where you don't have to care about energy and hunger bars.
