They also don't have the budget of those companies so anyone performing this service would be doing it on a volunteer basis. In my opinion it's not really in the spirit of this type of game though, the players are meant to create most of the content that's why it is a sandbox game.
Personally, and I think there are some who would agree with me on this, I would much rather see further implementation of tools and opportunities that allow any player to create content that could potentially draw in small-medium sized groups up to worldwide content. Visitor gates are one example of how the devs have given players the opportunity to create public content themselves and obviously Community Fair is a well known example of that.
Something that would aid in these endeavors would be some form of in-game world messaging although I'm not entirely sure how that could implemented in a way that is less crude than simply going back to global chat. Perhaps a message board/graffiti wall of some sort accessible locally where built but powered through a hearth magic in that it costs experience to "post" a message which can then be viewed by anyone else who has built the object.
More tracking destinations similar to meteorites would also be an option for other content, perhaps a location becomes "bountiful" and more foragables and animals spawn there in higher frequency, possibly at higher qualities, for some time making the area more attractive to players looking to forage and hunt and to the players looking to kill them. To take the wolf howling as an example, it can simply be triggered by a player randomly by killing a wolf/herd of wolves causing the event to trigger something like wolf den spawning nearby and the howling could be heard by players within a large distance. Or rather than even just having treasure chests, why not give miners something nice for once and have an event such as you mine a natural gallery and some cool shit appears like stairs to catacombs.
Just some thoughts off the top of my head, but I think most of this stuff could be automated and player triggered rather than having to appoint some manager to do it. The rest should be created by the players themselves but certainly more tools to help make those things happen is always welcome.
