Don't you just hate it when you go fishing and set out every hook and means available to you legally and when you go to check all those hooks for fish, all the bait is gone the next morning? Clearly someone came behind you and stole your fish... At least, that's what Haven taught me!
On the serious side, I'm a bit torn on how to resolve this. Would love to see the water claim, but as pointed out above, always a chance someone abuses it. (To be fair, someone could potentially do the same thing with a land based claim in a river. In the ocean or an open lake, would it really matter if they surround something with boats if you can just navigate around it? Griefers gonna grief.) I like the "ownership" thing, and lock. The one downside of having an "owner" is the nets would need a permissions interface to allow anyone else to use them without leaving scents. A lock is pickable, and a poor lock is about worthless against someone with good "picking" skills.
