Keeping any part of the old data as-is defeats the purpose of a wipe. If the world doesn't get wiped, I might as well just make a new character. If the characters don't get wiped, the world will build back up to its previous state extremely quickly. In order to get the early world experience, both need to be wiped. There's no way around it as long as there is no separation between 'old world players' and 'new world players', with both affecting the new world equally.

This, however, is what I think would help a lot. Looking at games in general, most games end at some point and score you on your performance (or just give you a 'congrats you won', but let's focus on scoring games). Some kind of ranking/leaderboard system or trophy/achievement system to honor those who accomplished great feats in the last world could make the world's end feel 'worth it' and not just like you're only losing things.
It doesn't even have to be purely cosmetic, it can even be functional; as long as it's exclusive enough, minor gameplay advantages can feel like a reward. For example, Kingdom of Loathing has an unusual gameplay structure where after finishing the game's main quest, you can choose to 'ascend' (basically, reset your character), but in return for resetting your character, you get to keep one of your skills permanently, across all characters (regardless of class, so you can have e.g. a Pastamancer with a single Seal Clubber skill in your next life). Doing special challenges in your run also gives you exclusive, non-tradeable items on ascension. The items are pretty good, but the greatest value is in being able to show them off (I have a plexiglass pocketwatch myself, the reward for doing the hardest challenge run ('oxycore')). KoL even has a way to show off how many of an item you have (someone was insane enough to earn 50 plexiglass pocketwatches apparently) further increasing the e-penis value.
While ascension would obviously not work in Haven (due to the above-mentioned interaction between characters and worlds), a wipe could be the 'ascension moment' and give players rewards/e-penis mentions/badges based on their accomplishments in the world that's ending. The game's over, here's your score, congrats you were awesome, here's your trophy, now let's start a new game. Should feel better than 'sorry bro we're gonna kill your character because these guys want a new world'.
