This example is only valid if the proposed seasonal curios are different variations of existing curios (spring dandelion/dandelion/autumn dandelion). Also, all the flowers should wilt, all the food should rot and all the hearthlings should grow old and die if we're going down the "sizzling buff" road.

Sounds good to me. This idea can be implemented in more than one way as you demonstrated.

No they shouldn't that sounds horrible.
I'm suggesting a positive boost to the game rather than decay of any number of those things.

Then why not just boost the seasonal curios, period? Boosting them during their own seasons only is a simultaneous boost and nerf, with the added unfun mechanic that you have limited time to study your collected curios or they will be practically worthless for the next 50 days. Having them be stronger in one season (compared to other seasons) conversely means having them be weaker in other seasons (compared to their origin season); it's practically decay. If they should be buffed, why not buff them for all seasons?

Then curios don't get ignored when there is a rotation seasonally. All of them get a turn of being good enough.
The idea is also to reward people who go out and play/start during the bad seasons.
These curios would still remain as they are during other seasons so It wouldn't get a nerf just because it was buffed for another season.
These curios will be worthless at all seasons if a dewy ladys mantle mechanic isn't added.
Them being always good goes against the whole concept of seasonality in my opinion. I would like to see the seasons have more benefits to them.
