Water should be only able to KO you nothing else, it's cancer when you can't kill someone with B12 but you can do it with bashing his boat.

Is it really a blackmail? Shubla just says "repair game or I go PK" not really a blackmail for me, he won't do anything considered illegal by devs.

I'd say that "Change what I want or I'll publicly launch an automated griefing utility" is probably extortion, more than blackmail.
