Indeed, the old meta stagnates and seeing another world without changes or even attempts to change something in pvp, will be meh

Wouldn't doubling damage and halving armor pen only make metal axe/wood cutter axe better for PvE?

not really, because i also suggest to give it CD increase, so it will have more balance and choice between a sword, in other words - one will be more damaging, second will be slightly faster. That creates a choice, plus sword is always better for PVE because of certain combat moves like storm of swords, sting and full circle.

yeah it would be cool to have choices and actually think about what you wanna do, instead of the same old routine where everyone goes for the b12, hirdsman.
All weapons should be viable in their own way i think.

All weapons would be more viable if they simply had more armor penetration, it feels super bad using anything else than B12 for combat since you simply deal 0 damage due to the armor penetration values of the weapons.

Another problem is that there is actually so much armor and weapons that completely obsolete once steel production starts to get going, which happens pretty quickly in a first month or two. For example i completely forgot that this thing exicted - http://ringofbrodgar.com/wiki/Fyrdsman%27s_Sword
Even tho that its weaker than bronze sword, using wrought iron(which can be transformed into steel) seems really dumb as an idea and the fact that stat wise its such a weak weapon doesn't add any appeal to it
