No this is not because of random wounds, even with nearly full hp noob will easily die when he gets cleaved by q400 B12.
Its 100x easier to just fix pvp hhp dmg thing than remove all wounds.
It actually has nothing to do with the const really. The max amount of HHP a player can do to you scales with your max HHP. The issue is more the fact that noobs have no idea that running around with 70% health could very well get you killed where as if you have 100%, you're almost certainly safe. It's a dumb quirk from the way wounds work that you'll really only learn about through experimenting.
Are you sure? What if noob with 20/200/200 HHP left gets cleaved for 500 dmg, doesnt that mean that he will now gain 200 hhp dmg or something? And now even with 100% hhp left he will die.
