I spoke to loftar about this recently and we discussed the idea of all armours having a tier and fixed durability based on this (not scaling with ql). Armour could then be repaired but each time it would lower the max durability.
This would mean early armours wouldn't be pointless and that later armours could be sold with the ability to extend their use several times before eventually requiring replacement, alongside the quality improvements armour would have the sink they want but have a viable and more practical use.
