I don't think it would really tip the odds either way. If anything people would raise both more evenly as they can take advantage of all maneuvers and add in a few useful ua moves into a MC deck or vice versa due to the extra deck space.
Wouldn't that decrease build variety? If everyone can get all the useful moves, we have less different decks no?
you're only getting 1-2 additional moves (very rare to have more than 2 maneuvers on a deck), what these 1-2 may be can vary of course. quick barrage may be a common picku for people because it's a way to get quick IP while hitting someone. usually in the standard ua cleave deck people just use flex/kito and the mc people use qb/sting and maybe kito too.
