Haven has very few items being demanded by all and consumable, which making 99.9% of player settlements self sufficient or avoiding usage of that items. Everything others are reproduceable and requires one trading deal per month.
Auction could open real trading capabilities and village specializations, region specifics and many other things, which can't be implemented because it will just cut gameplay.
