Make Metal Paving More Accessible

Yeah, if nuggets could be paved with I might consider it as an option. I think part of the problem is there's no action to recover paving materials after laying them. If we could pave with metal bars and recover the bars for use later, then we could just pave with them instead of putting them in stockpiles. I wouldn't mind being able to do that with nuggets, either.
