Add RSS functionality to the forum

There is an ATOM feed. I am not especially familiar with how it works, but I spent a few minutes at some point to set up a feed to post to my own discord when a new announcement gets posted by subscribing to
feed.php?f=39&mode=news

You can find some details on how it works if you google phpBB ATOM feed. I know you can get it to follow specific threads, new threads, new posts in general, etc.
It might have a bit of a delay, but that could have been whatever discord bot I was using. All I really cared about was getting a notification the same day if there are new announcements.

Yeah, I think there is a button somewhere by default or something, but who knows if they hid it, it was added as an update so they just didn't adjust to show it, or whatever.
I am just glad it works.
