There is zero evidence of this rampent PvP you are talking about in W16 right now.
There is a slight cognitive dissonance here where you explain that people dont actually want private servers because they want a fresh world decause of the social experience, but then counter with "i made a hermit and I see no pvp now" 12months in to a world with like 120 people playing.... which is basically dead. Your essentually reinforcing the point to the OP that a world with less people is less violent and therefore allows you to play unhindered not having to worry about the dregs of haven society dragging you down where you can just play at what ever made you want. Your also limiting the fresh world experience they some.may find enjoyable..... and fuck all these late joiner they should have to feel the pain of quality grind just like the rest of us......
If your belief is that people do not want this then logically having this option will not kill the game because the majority will prefer the current. If you think private server will kill the game than obviously your are wrong in people's opinions because more people will move to private severs leaving the current server style. I dont think these 2 thoughts can exist in the same space.
I think the biggest reason we won't get private is because of loss of revenue.
My Point was that W16 RN is a PvE private server experience experience right now, and those who want what OP is asking for should just play W16 and be chill but it is not popular to do so. The fact that there are only 90 people playing late world play late world paints the picture that 1. No one wants to play PvE/single player/private server Haven and 2. Everyone wants the MMO 1k-2k populated servers you see on world start.
If for example world resets happens and only those wanting to be social/do pvp/like the chaos joined and the populations was 200 people and then 2 months down the line there were 800 players and you hear "I am gonna wait 2 months for the pvp to die down before playing" and "god I hate resets because I can't play peacefully" Then I would 100% agree with you. But all I hear from Month 1 + when pop goes down hill is "Reset when". When I mentioned that the game would die if private servers were a thing this is why. And that you would have all of those 1.5kish players all suddenly split into 100s of servers likely all of which would NEVER get the early world hype we get now and you will be left with the 90 people playing the game. It is so clear that only a very small Percentage of people don't want haven to be a MMO.
There is a paradox here though which is the only argument I can agree with, which is if 90% of the people want to play Haven "privately" all of them can't play "W16 late world" and it still have that singleplayer/private server feel, even if you all had the same mindset. but I am not convinced at all that this is the case.
Also side note 95% of the game is designed around Quality, and Quality really doesn't matter if you are the only one in the world meaning skills and attributes also mean very little in a single player experience apart from a small number of mechanics. Explorations for foraging and PvE skills to kill animals (which most people just cheese anyway). I have no idea why someone would want to make Q go up in private server experience, maybe a group of friends being competitive against each other? but then how is that different then being competitive with your neighbours RN? Which means you really don't care about Curios or eating food. so gameplay turns into a progression game where you do one an activity once get the materials for the next tech and complete the game and never look back. sounds boring as hell and no one wants it.
I could rant on and yap for ages about this being the worst idea for Haven but I digress. Just play Haven the way its meant to be played and you will for sure enjoy it, make villages, join towns, trade shit, make cool things, and maybe, just maybe get revenge against people who attack you.. try it one day, you might have fun. Everyone starts off as a PvE player.
