No ~ animals don't spawn on village land, because the game doesn't make a distinction between 'indoor' and 'outdoor' areas at present. If it did, I imagine we'd already have plenty of wildlife populating villages naturally, with no need for any special mechanics.

I could be wrong, as many things have changed over the years. But I'm fairly certain animals don't spawn on claimed territory.

If they don't spawn, then yes, the territories of large villages can look rather lifeless. This is probably done to prevent players from capturing high-quality animal spawn points and turning them into their own hunting grounds—covering them with a claim will destroy the spawn.
Also, one might ask: if you're not building anything there, why did you capture them? But I don't think many large villages care whether animals spawn there or not.

I think the optimal solution would be to expand the list of "domestic" animals (I want a squirrel to collect nuts and cones from my trees and hide them in a hollow, which I can then retrieve, and feed the swans in the carp pond with bread) and add more buildings for this purpose, as shown in the picture: a pond, a treehouse for squirrels, and butterfly bait.
