I'm not a fan of making life easier in winter—variety is good. Winter is already very short and not much different from other seasons.
But if there's a problem, a solution can be found. The idea behind the proposal, as I understand it, is to make it easier to obtain threads in winter.
Besides the proposed method of increasing the amount of bark on trees, you can also modify the recipe for making bark thread—from one bark, 1 or 2 threads.
There's a better solution, in my opinion - Dusk Fern.
Making threads from a Dusk Fern that grows year-round in caves.

This will add:
- another way to get thread
- solve the thread problem in winter (even in areas with a lot of players)
- the ability to gather thread-making material in caves could be useful
- increase the usefulness of ferns
But since this method is still considered a worse option than making it from nettles and flax, it can be balanced.
