Because the devs prefer the theoretical philosophical vision over the practical real world application.

They would rather keep a system that is *right* in theory but fails its players in application.

The off-stated argument that having no PvP would just result in no recourse to griefers is misleading because right now, being killed/chased around IS the griefing. And there is no practical recourse to that anyways.

The old analogy that the devs made of the stupid "air is free" game is disingenuous because they're equating "being really annoyed for a short period of time" with "losing tens or hundreds of hours of game time progress".
