Doesn't cap animal quality. Can shoot strong arrows that normal bow can't (maybe metal ones?), but can also shoot normal ones. Strong arrows deal damage with some penetration (but less raw damage than bone arrows) and open all 4 defenses by like 20.

bam now you have a bow kinda viable in pvp, and viable in hunting
