Sounds like the exact same argument to me. The fragility of the horse is obviously directly tied to how dominant/useful they are. Being able to dismount opponents is about the only thing non horse combatants have going for them.
I don't think it is correct to compare horses to armor saying "everybody should have one, if not you are a noob and deserve to lose". Sometimes people arent going to be on horse, maybe they are sailing somewhere with boat, does that mean if they run into enemies it should be automatic lose for them? I really dont get this logic of saying "horse riders already have a big advantage in pvp, so we might as well just make it 100% in favor of horse rider".
Horses need to have some kind of weakness, if your suggestion was implement it would mean a horse rider could theoretically go 1v10 with no issue, they kite easily and ride away whenever they feel like it. It would be plain stupid and devastating for nubs.
