Yeah, I suppose so. It'd be nice for people who don't have gold ore but get a few pebbles from digging clay or whatever to have something to do with them. They might need to put in a recipe to melt down nuggets, though.

I think it can be fine for it to just give some thing for early player to use like +2 INT or something. Gold pebble will have no quality so this will never be good for late game since it can not scaling. So I think melting nugget will not be needed.
