It depends on a few factors, are they on pasture in addition to the hay bales, breed, size, metabolism. I'd say a horse could eat a single bale in one day but that also depends on the weight of the hay bale since some are small at 40-60 lbs or larger at 70-80. It's not hard to believe 20 horses could eat 250 in a month.

Hm fair enough. Another thing I did not consider, was which type of bales he was referring to. He may mean square bales, and not the massive round bales I had in mind.

Def the square bales. I'd ride on the back of a trailer as the baler shot bales up at us, and we'd catch & stack em.

Sure, we can make them eat less, and perhaps I wouldn't even mind, but the predictable consequence is simply bigger herds, and the same complaint resurfacing again, but, w/e.
