Well yeah, with my suggestion both would be mandatory, but the question of their ratio opens room for different build strategies.

To add multiple viable build is not literal impossibility. Other game does it. But mechanic might need to change.

Right now? Full UA is optimal, as it creates openings much faster than melee combat does, and has better stances. Melee combat isn't required to deal damage when openings have already been opened, making it pretty useless.

Never played using your suggestion, but based on pure theorycrafting (if by "clamped" you mean can't get higher than 1.25) people would obviously level melee until the weight is 1.25 to get optimal damage. If that's not what you meant, then people would probably level melee until it deals significantly more damage than the armor people have, and then just keep leveling unarmed.

However, I can't possibly know what the optimal build is right now - there is too many factors to theorycraft. But if your idea would be implemented people would simply use the optimal ratio.

There's no magic number where it's 1.25, it's based on your MC vs target's defence weight.

In that case everyone would be going full melee and going shield up when getting hit (because biggest defense weight - people wouldn't deal nearly enough damage to go through armor) and parry when manfighting (to open up red on enemy) and using quick barrage spam and then opp knocks and cleave I'm guessing. But in such a system, nobody could deal any damage to each other probs so the people with best industry (best armor and sword quality) and/or highest strength would be the winners, people who would go UA build would do no damage

This is just a 5 minute thought though, maybe it would be different, but IMO such an idea would ruin a pretty alright combat system, IMO just remove melee combat altogether and make all attacks be governed by UA and then rename UA "Combat"

give a knock its teeth out equivalent for mc and itll be more than gr8 again ehehehe (quick barrage is shit) running parry in groups right now is actually a pretty pro strat
