Legacy combat was WAY better than this one and any other combat system that devs will come up with, but I guess that legacy combat was just one time thing and its just impossible to make something as good, becouse its not only about combat - its also about the game, movement, drinking&running, all of that makes the PvP in the current way worse than legacys. Massive pvp that's more than 5v5 is just garbage and spamming buttons.
