Well I mean this is a prime example of why alts have very little use and aren't necessary. It's already difficult enough to die, which was the main reason people used to do a ton of alts anyway.

Being able to survive animal attacks was never a reason for people making alts. It's incredibly inefficient to raise a crafter and a fighter on the same character, hence the need for multiple characters.

As for the actual OP, seems unintuitive and ultimately pointless.

Making the game pay to play would reduce the already tiny playerbase.

Maybe tracking accounts by IP address could work. Sure, it's possible to use different IPs, but it would at least make creating alts more difficult.
