Local ingame voice chat: great idea if characters can be muted (persistent beyond a relog, with the ability to mute the whole account and not only the one character) and it would be subscription only (for doing the talking, listening could be a free feature) so you won't have to mute that many alts (spread over many accounts) to get rid of one dickhead.
Technically: mixing should happen on the (preferably dedicated, to not introduce lag to the world) voicechat server to only have two streams to each client (one up with the voice from the mic and one down to the speakers). This would reduce traffic, enable to effectively client side filter out all sounds emitted by the game itself (including playback of the voice chat downstream, to remove possibilities for feedback loops) and remove the potential for volume hacks (so distance between characters would actually matter).
