Decent possibility this is because the cape holds that value.
And it may not be that much, but I still think it shouldn't be used in this way.
Should be sign of guy reporting bug for good of the game and no need to have it transferable between chars so it can be sold..
I'm not sure most players are generous enough to report bugs for the good of the game, but making capes character bound might make them more valuable in a way. People might report bugs more often if it's literally the only way of getting a cape.
