I spoke with Ardenne's about it, he told me alot of stuff is handled server side with fixed coordinates and sizes, so it would be impossible to properly implement scaling and resizing in most cases.
He clearly does not know what he is talking about.
We can assume that the screen is 1920*1080 pixels and then just scale everything in UI and get satiable results. Simple as that. Some small textures being rescaled to larger ones might be an issue if you have a large screen, but that has nothing to do with fixed coordinates and sizes or server.
