Everyone forgets that silver for the ferryman is a good way to escape PvP... sometimes.

I'm not sure, what exactly, this would mean for PvP. A crafted means for a bit of drowning protection certainly looks like a good idea, but it does have balance repercussions.

Well the idea is to have movement greatly restricted when you are in water with the floatation device, so I doubt that it would be an issue, as you would be easy target.

Silver is very expensive and makes you give up a ring slot. By the time you can afford it, you're so incredibly unlikely to need it...

I had silver for the ferryman available for my village by the end of the first or second week last world. We kept some around for those that were newer to the game and not used to swimming distances and boats. The wait was more for goldbeater's to make the jewelry with rather than finding silver.

Galena ore has been made harder to find in this iteration according to the patch notes. Will this affect ring availability this world?

Possibly, but galena was stupidly common, at least for my village's area. On the other hand, some of the supposedly "common ores" were nearly impossible to find.
