I would word that as 'not on an active claim'.

+1 on being able to hand-bash (with sledge hammer) pallisades

I don't see a reason why this shouldnt be a thing.
1; you shouldn't be able to wall off natural resources
2; you shouldn't wall a bigger area than you can support by village/personal claim

Despawning/respawning natural resources would even be better as everyone would get a chance for resources + it would make going out more fun again as you can always encounter a 'new' natural resource.

Just make them dispawn after collecting and spawn in another random place.

Not sure if not active claim falls in the same place. Inactive claim sounds more like a promise of a loot You might work for instead of just bashing dumb wall in dumb place that is not even covering walled area.

This. Though that would require creating separate resource files for ground objects which would be the harvestable parts.
Gaussian distribution with theoretically infinite deviation sounds good.

And this
"It looks like respawning any moment now."

+1 to bashable walls off claim

+1 to randomized spawn of special resources rather than fixed locations
(Would be cool if everyone in the local area got a quest to find/grab it too when it spawned for more a pvp aspect)

+1 to any idea which is not the current system.

I do like the bashing off deed palisades idea but i think even the moving localised resources works too.

So the walls will be just exactly one tile further away than that radius? :) Making such resources shift and change location periodically would make more sense IMO.
Too old to rock-n-roll, too young to die.
