IIRC, when that system first came out last expansion - there was no cap and people really did grind 16+ hours a day to get the advantage that gave you even though gains dropped off immensely. WoW for example also has a cap on what the artifact's level is, otherwise people would grind it higher and higher to get #1 advantage. Most top people don't have maxed either.
