For item quality, this is already the case.
q10 (+0): Base effect
q40 (+30): Effect x2 (100% increase)
q90 (+50): Effect x3 (50% increase)
q160 (+70): Effect x4 (33% increase)
q250 (+90): Effect x5 (25% increase)
It becomes less and less useful as you get to higher numbers.

And what purpose would that serve? You get the worst of both worlds, both being arbitrarily limited and still getting a massive progression skip if starting later. (In fact, the latter would intensify as items become more outdated faster, leading to the market being flooded with 'last-gen' tools.)

Trading and specialized artisans would be way more meaningful with some kind of decay/durability .... way more immersive and cooperative world than just doing everything by yourself or buying at the market once and then you are done.

Why not?
You can still do It by yourself but if you want the super High Fancy quality tool you should specialize in that matter and open a shop or visit Who does that and pay for the service.
As I Said would be way more meaningful/ more cooperation/ more interactions and so on.

The sad reality would make many people Just create more alts .... That's true, but not everyone plays like that.
