In other words, sprucecaps who don't think of bringing this item (or just don't produce enough coal to repeatedly make it) which exists only for this meta purpose should just get utterly fucked during winter, unable to escape speed 3/4 griefers?

The hearth magic should be something more like: muddied path- drops the movement of anyone in an area who is riding a sled or using skiis to speed 1.
