Reading is fine on mobile. Forum discussion is not suitable for mobile even with a mobile-friendly interface.

And yes, phpBB allows for various formatting options not available on Steam, which can be used to make posts better or make something a pain in the ass for people to read. But if used right it allows for much better posts than on Steam, which doesn't even allow images to be directly embedded into posts. Steam's forums also lack other essential functionality like a proper advanced search.
