If so the windmill needs to be more expensive than other buildings since it removes the level requirement for certain qualities without having the req. levels.
If it is determined by the person initiating the windmill then the current prices are fine in my opinion. Not sure where I see the metal in a windmill though, but I guess you're just trying to make it a bit expensive.

You'd need metal for bolts and such.
Jorb should just add rivets/nails imo.

It would be interesting if certain types of wood would make the windmill grind flour faster (lightweight wood).

More buildings to flesh out the environment of villages other than houses and huts would be nice, especially the usable kind. Docks should also be a thing, but I guess that will come when we get objects we can walk on.

Ever find yourself slowly grinding grain in a quern next to a paddock of bulls thinking "damn you lazy animals! do some work!"?

If windmills are problematic, how about adding animal mills instead?
