By product of all of this is leaving holes for non-rage fighters to fight rage fighters. Hard to balance.

Perhaps I would prefer the division of the world into PvP and PvE territory. In principle, the kingdom could well cope with this task. In a sense, the kingdom would determine whether this territory is PvE or PvP zone. How to fight with PvE-kingdom? For example, an attack on a Border Cairn makes a zone open to PvP. However, this is a spontaneous thought.
