The values from your tests are off. Max hirds cleave is around 900 with those values, you should test it again. Regardless, this is not about max cleaves, but about AP chipping.
Before the change, KITO spam would generally chip much more effectively than Sting spam. Now, Sting spam chips slightly more effectively than KITO.
The larger issue, however, is the block weight for ua vs. mc:
(1/0.75)^(1/3)=1.1; 10% more openings on you
(1/2.5)^(1/3)=0.736; 27% less openings on them
Taken together, that's a 50% advantage on openings for the person with mc.
So, to sum that up:
Advantages of MC:
- 50% advantage on openings
- better chip damage
Advantages of UA:
- Better theoretical cleaves once over AC
- You can do combat med shit if people are bad
The problem, of course, is that the 50% openings advantage makes cleaving high much, much more difficult. Before the AP buff, the huge openings advantage was offset by swords being worse in chipping and cleaves. Now ua is only good at big cleaves.
